The Diagnostic Problem
Most organisations know they have an accountability problem.
Almost none can say precisely where it lives.
Blame culture is not a personality trait. It is not produced by a few difficult people. It is produced by a system in which the default response to failure is attribution rather than accountability, in which the question after a missed target is whose fault was it, rather than what do we own and what do we change. That system has identifiable positions. Leaders occupy them. And until those positions are named, measured, and made visible, culture change programmes produce workshops, not shifts.
The Ownership Culture Diagnostic exists to make the invisible visible. A team does not occupy a single position on the Ownership Paradigm. It occupies a distribution. The dominant paradigm state is determined by where the majority of the population sits.
State One
Non-Membership
The majority of the leadership population operates at Task Ownership or below. Responsibility is individual and narrow. The response to failure is blame attribution. The cultural norm is self-protection first, collective success second.
Named Viral because the behaviour pattern spreads. A leader who operates as a Skeptic-Rebel or Criticiser creates permission for others to do the same. Accountability deficits compound faster than they are built.

Transitional State
Leaders operate with Result Responsibility and Team Ownership. They own outcomes, not just effort. They begin to take responsibility for the performance of others. Accountability is functional, not yet cultural.
The majority of high-performing organisations sit in this state. It is productive. The shift from Membership to Cell Paradigm is where culture change becomes self-sustaining rather than leader-dependent.

Full Membership
Leaders operate with Organisation Ownership and System Responsibility. They treat the health of the culture and the outcomes of the enterprise as personal accountabilities, not positional obligations. Accountability is intrinsic, not compliance-based.
Named Cell Paradigm because cells in a healthy organism do not need external instruction to contribute to the whole. Each leader acts with ownership because the culture itself makes any other response feel incongruent.

There is no briefing on the right answer. Each team must figure out how to communicate, coordinate, and make decisions under time pressure and incomplete information.
The simulation surfaces each participant's ownership defaults before the Ownership Paradigm framework is introduced. Who takes initiative? Who waits for instruction? Who claims the problem? Who deflects it? Who communicates across boundaries? The data is visible to everyone in the room, and it is real: it happened, it was witnessed, and it cannot be retrospectively framed as anything other than what it was.
The Ownership Paradigm debrief then connects each participant's observable behaviour in the maze to their position on the diagnostic. The distance between where they are and where Full Membership sits becomes specific, not abstract.

Why this matters
